I have packages with the latest Red Hat packages + IPVS 1.0.9 on
www.ultramonkey.org. I would not expect any issues with patching the
redhat hernel with 1.0.10 other than that it takes quite a long time, if
you can live with 1.0.9 - and you probably can - then you may want to
use the packages provided.

differences between 1.0.9 and 1.0.10.

If you want to build your own packages try taking the SRPM
that I provide and replacing the ipvs patch with the one for
1.0.10. i.e 
http://www.linuxvirtualserver.org/software/kernel-2.4/linux-2.4.21-ipvs-1.0.10.patch.gz

However, it is probably a lot easier to just get the latest
kernel from kernel.org and add IPVS. Did I mention that
building kernel RPMs can take a long time?
