Hi,
2.4.7-now-ss010824 is the official lastest 'stable' but Bert Hubert
(ahu) from lartc.org had an 'almost-branch' with some fixes and
improvements that can be dated to 2002-10-20.

Yes, Bert and I decided back at OLS 2001 that we would join our forces
to maintain the iproute2 code as Alexey didn't like most of our changes
for his source. I have not done anything since then as I was really busy
with other stuff.
sadly both are unmantained.
Since Bert is a good friend of mine I will contact him and see if we can
merge my stuff and his stuff and create a new iproute2 package. I might
even ping Alexey but for that I need a little bit more beer ...
