Yes, for authorative. ISC-bind has some kind of response-latency measurement
built-in. Were you thinking of the client side or the authorative side?

For client side this is correct, LVS is useful. In the event of the first
server in /etc/resolv.conf failing there's a 2 second timeout that can be
avoided for client-side.
