I don't suppose anyone has a solution to the problem of "Microsoft
dropped support for IP-in-IP tunnelling with Windows 2003" yet, do
they?
"Unlike Windows 2000 Server, Windows Server 2003 Routing and Remote
Access does not support IP-in-IP tunnels (which encapsulate an IP
packet within another IP packet and forward the packet across the
tunnel) and thus does not support IP-in-IP interfaces (logical
interfaces used to send IP packets across an IP-in-IP tunnel)."
