If you post your configs, and use the keepalived mailing list you might get 
some answers. 

First thought here is that with an un-numbered interface, keepalived cannot 
join the right multicast group for its' VRRP announcements so there's no way 
master/backup communication can take place. But seeing your conf would help us 
all.
