For the record, its not about honoring the -arp flag or not.
The problem lies in weather or not the OS regards addresses
as beloning to interfaces, or as belonging to hosts.
Both are valid. Linux adopts the latter, which turns out
to work really well in most situations. LVS is a
rare case where it doesn't. This has been painful
in the past, but since arp_ignore and arp_announce were
added, its quite easy now.
