Inexistent.
However there is remotely similar approach in the TCP splicing code for
LVS. You might want to check that out for inspiration, although TCP
splicing or MTCP would only be a small subset of SCTP:

To my avail there is none. We've never had a single user requesting
support for anything else higher than IPv4 and to my avail SCTP never
really has made it outside the labs. Maybe IPv6 or IPv8 will ;)
