/usr/src/keepalived/keepalived-1.1.11/keepalived/etc/init.d/keepalived.init

Is it safe to assume, when giving a stop to the script, it will remove any ipvsadm tables?

This depends on how keepalived was started:

man keepalived:
########
--dont-release-vrrp, -V
leave (don't remove) VRRP VIPs & VROUTEs on daemon stop.
--dont-release-ipvs, -I
Dont remove IPVS topology on daemon stop.

If you don't use any of these options and don't kill keepalived with kill -9, "stop" should remove ipvs topology.
