There are two layers to consider

o ip_vs

o ip and route management (heartbeat, vrrp which detect changes in state and run a bunch of scripts)

To get active/active to work you need the layer 4 router (here ip_vs) to allow active/active. The only way to do this is with saru, which was a proof of principle project. Once you have active/active working, you can manage failout any way you want. Heartbeat and vrrp isn't what makes active/active work.
