Ultramonkey is best seen, IMHO, as a methodology for building service clusters on Linux. The file you downloaded is actually a Debian source tree, which can be used to produce a binary metapackage usable on Debian and most APT-based distributions such as Ubuntu. Provided you have debhelper, you can build this package running debian/rules binary or whatever build process you like to use, and you'll find it just installs LVS software and Heartbeat: you still have to configure ldirectord and Heartbeat using each project's documentation.
