max_bonds=n loads n bonds with the parameters specified. the way to do

Another, likely to be better approach is to use this to create new bond:
echo +bond1 > /sys/class/net/bonding_masters
followed by:
echo 2 > /sys/class/net/bond1/bonding/mode
