When you say "it didn't come back rom a reboot" are you saying that the 
machine is not starting ?
Maybe configuration option is not present while the machine is starting. 
I am not sure about that but I think you need to wait until the 
networking is up or networking interfaces are loaded.

To achieve that I have a init script that is configuring the arp_ignore 
and arp_announce. This script is running at the end of starting process.
