Oh, sorry, I didn't pay enough attention to the question.

The only thing that comes to my mind is dynamic (being set only on
primary fail) IP alias in the primary server's network router with
dynamical masquerading, which will redirect requests to backup server.
But in this case IPVS is not needed...

Sorry if I'm wrong again.
