The vusers are all being generated by the same machine, but LoadRunner uses new web sessions for each one as they are kicked off. For some reason, LVS isn't seeing that each one is a new session and just keeps routing to the RS used by the very first vuser.

IPVS has no knowledge of what you call a session. When you activate persistancy, IPVS treats all incoming requests from a given IP (and nothing else, except persistancy timeout) as being issue by the same client, and thus redirects to the initally assigned RS.

Check out Load Runner if you can assign several source IPs, or run several Load Runners on different machines.
