I don't understand the accounting problem with VIPs and IPs. 
For any loadbalanced service you have one public IP the VIP. 
All the rest of the IPs (eg the RIPs) are private and you 
can have any number of those (one per realserver). The NICs 
on the outside of the directors don't need IPs when they 
aren't active. They assume the VIP when they become active.
