Totally a n00b with LVS. Not sure this is my solution but it looks to be close.
 
Multiple lines coming into multiple NICs + 1 NIC for intranet should emulate a rollover line on POTS when the load on one NIC is over max on up or down stream. All go to a single server at moment instead of a farm.
 
Clues on correct setup?
