It stated the ALL third parties. It did not say that only give to the
party
who received the binaries.
Actually you are interpreting that wrong. If you (the distributor) are
the first party, and your direct customer is the second party, and the
customers of your customer are the third party, it means the second
party can redistribute to third parties at no charge. You (first party)
don't have to give shit to anyone but your own paying customers (second
party). Your paying customers on the other hand don't have to give you
one single cent more if they want to give your program away for free to
everyone else in the entire world (third party).
