Ok, it seems to be a MTU issue, specifically with Path MTU discovery.  I
reduced the MTU on the tunl0 device on the RS to 1460 and managed to get one
image uploaded.  It's since stopped working (again).

I think it actually may be a router issue: I know that the router only
responds on the first ping, so I think that maybe it is responding only on
the first ICMP must-fragment packet as well.  I'm looking into how to
disable the one-ping-only setup now.
