The arpfilter commands are right!
I got them frm the RedHat howto from the RedHat site.
And i have in my:
/etc/sysctl.conf
net.ipv4.conf.eth0.arp_ignore = 1
net.ipv4.conf.eth0.arp_announce = 2
net.ipv4.conf.all.arp_ignore = 1
net.ipv4.conf.all.arp_announce = 2
The VIP is bound to eth0:1

I don't know about arpfilter, but it sounds like you still haven't
handled the arp problem. If you can't figure out the arpfilter commands
how about you use the noarp module or arp_ignore?
