Ah it seem to work all now :)

I put the ignore and announce statements in the /etc/sysctl.conf and it
is working without the noarp module.
Yes ist right for DR the VIP must be binded to lo so the RedHat HowTo is
wrong in this part.
My problem with the arp was that the hosts are behind a cisco FW.
So the extern routers see for the IP only the MAC address from the
firewall but the fw maps the right MAC now to the balancer :=)
