I would say they make heartbeat and keepalived for a reason.  If it was that 
easy I don't think the projects would be as big as they are.  Is there a 
particular reason you prefer not to install either of these packages?

Never tried it but maybe something like this:
/usr/sbin/arp -d 10.0.0.1

And maybe man arp

All very good points...

I agree about the heartbeat package, however, it's not up to me to employ it. I 
just try and make our systems work the best I can. So what is it in the 
hearbeat package that process the gratuitous arp. Is the ping commands like you 
mentioned?

I'm wondering if there might be a way to simulate heartbeat's actions with some 
kind of script.

any ideas?
