No, its not a firewall issue. Let me just simplify what i've said: if
I've got 2 vrrp_instances defined, tcpdump shows that only one is making
advertisments:

(0x0800), length 54: IP 206.114.148.52 > 224.0.0.18: VRRPv2, Advertisement,
vrid 51, prio 150, authtype simple, intvl 1s, length 20
vrid 51 is the only one ever transmitted, none go out for 52 which I've
also defined.
