I didn't say you *needed* persistence, I was asking whether you were
using it because there's a sysctl (expire_quiescent_template) which
switches related behaviour off when persistence is used. You could
always try setting that to 1 to see what happens.

I've never used SH so I'm not sure what else to advise.
