You also need to do it for all interfaces i.e.
echo "1" >/proc/sys/net/ipv4/conf/eth0/arp_ignore
echo "1" >/proc/sys/net/ipv4/conf/eth1/arp_ignore
etc.
ARP replies go through any available interface
