Just to be annoying, load balancing based on a cookie of course doesn't work
with SSL anyway. I know that the F5 supports load balancing by SSL session ID
though, which would work.
As it has been said, Wensong (or someone else from the great coders here)
would probably be willing to implement this feature for you within a week or
two for that money, which we would all greatly appreciate ;-)
Wensong had some ideas on how to do L7 load balancing, it may be worth asking
him how far he is by now.
That said, you may wish to look at mod_backhand for Apache, which will do load
balancing for you too. If it plays along nicely with mod_ssl, I guess that
will fit your bill too.
