Use transparent proxy. Or wait until update 2 comes out and use arptables_jf to block the arp packets.

The noarp flag hasn't worked since the 2.2 kernel.

I'm not familiar with arp_ignore flag in the 2.6 kernel, but 2.6 features aren't going to help you with RHEL3.
