Can we go back to basics a bit here; what does the output of:

ps axf | grep sync

show you? In my case, the master says:

 3737 ?        SW     0:00 [ipvs_syncmaster]

and there should be a corresponding ipvs_syncbackup thread on the
backup.
[I have, coincidentally, just noticed that one of my LVS setups has
syncmaster running on both the master and backup servers which clearly
isn't right and warrants further investigation...]

If you've not got that running, then that's the answer - although it
raises a new question.
