A long time ago, when I configured a linux 2.2 as a gateway, I remember
I had troubles with MTU. I had (and still have) to set the MTU to
something lower than 1500 because the uplink on the gateway is a DSL
connection with as a MTU lower than 1500.

I recall problems of two sorts :
- kernel 2.2 as a problem when masquerading packets travelling thru
interfaces with differents MTU;
- windows (at least 98) as problems with DF

You might be falling under one of these two problem, or one another
which is related.

As suggested by Joe, did you test what you're trying to do from a linux
box ?

About fragments reassembly, I also remember having a runtime option
(/proc). I confirm I seems to have disappeared in 2.4, but you still
have 3 params in 2.4 (/proc/sys/net/ipv4/ipfrag_*).
